Risk-Based Rules

Unacceptable Risk: AI systems that are a clear threat, such as social scoring,  manipulation or  biometric identification in public spaces for law enforcement are prohibited as of February 2025

High Risk: Systems used in critical sectors like healthcare, transport, education and employment must meet obligations, including risk assessments, high-quality datasets, human oversight, and detailed documentation

Transparency Risk: Users must be informed when they are interacting with AI (e.g., chatbots) and AI-generated content like deepfakes must be labeled

Digital Europe Programme (DIGITAL)

€ 8.1 Billion

The EU’s flagship research fund with €93.5 billion (2021–2027). A new proposal for 2028–2034 suggests €175 billion, prioritizing "moonshot" projects like next-generation AI.
